Umbrella Company PSL
In April 2026 the UK government are introducing new legislation to tackle non-compliance in the umbrella company market. This now means that we are implementing a Preferred Supplier List for our candidates working through umbrella companies. These umbrella companies will be vetted by us to ensure compliance and adherence to the necessary financial regulations.
We take compliance seriously at Starfish Search and the introduction of the legislation means we have an opportunity to deepen our compliance checks.
General Background
An Umbrella Company is a company that acts as a payroll provider to our candidates. Starfish Search pay the Umbrella Company the gross amount for the days worked by the candidate. It is then the Umbrella Company’s responsibility to pay the worker, subject to tax and NI contributions in accordance with HMRC legislation where applicable.
Preferred Supplier list
Starfish Search engages only with Umbrella Companies that meet their legal and financial obligations, pay temporary workers promptly, and have appropriate insurances in place. In addition we only work with Umbrella Companies that have an industry certification, either FCSA or Professional Passport.
With the legislation introduced in April 2026 we have extended the compliance requirements and are now only able to work with Umbrella Companies that are SafeRec certified. This provides additional checks on payslips, and PAYE/NI deductions.
Through a consultation process, we have identified the below businesses that candidates can choose from when working through an Umbrella Company.

Managed Service Providers
For clients who have a Managed Service Provider in the supply chain (e.g. Matrix, Adecco, Comensura etc) there may be additional restrictions on the Umbrella Company that candidates are able to work with. Please check with your Starfish Search consultant to establish if there are further restrictions.
