Starfish Search is working with a London local authority to appoint a modern and dynamic Head of Housing Improvement, Regulation and Performance. This is a pivotal role for someone who can lead transformation, drive service improvement, and ensure the organisation is inspection-ready.
THE ROLE
You will:
- Lead on inspection readiness, ensuring compliance with the Social Housing (Regulation) Act 2023, Consumer Standards, and the new Competence and Conduct Standard.
- Drive continuous service improvement across housing, embedding a culture of accountability, learning, and innovation.
- Shape and deliver the Housing Transformation Programme, ensuring it achieves measurable impact for residents.
- Oversee performance management, complaints, and digital systems to ensure robust assurance and high-quality resident outcomes.
- Work closely with regulators, ombudsmen, and senior leaders to build confidence in housing services and evidence compliance.
- Provide visible leadership across multi-disciplinary teams, creating a high-performance culture focused on improvement and resident experience.
You will have:
- Significant senior-level experience in housing or a related regulated sector.
- A proven track record of preparing services for regulatory inspection and driving improvement in performance.
- Strong knowledge of housing regulation, assurance frameworks, and service transformation.
- Excellent leadership skills, with the ability to inspire and build a culture of improvement.
- The credibility to influence at senior levels and work effectively with regulators, elected members, and residents.
- Strong analytical skills to identify gaps, set priorities, and deliver solutions.
This role is running for a period of 6-9 months and offers a daily rate of £650 – £750 Inside IR35. This is a hybrid role based in London.
