Reporting directly to the Chief Executive and operating as a key member of the Corporate Leadership Team, this is a pivotal opportunity for an experienced local government leader to shape and and contribute to the Council’s wider transformation and improvement agenda.

The role brings together regeneration, planning, economic development, environment, highways and public realm, providing the opportunity to lead a diverse portfolio and play a central role in shaping the physical, economic and environmental future.

You will provide strategic leadership across:

  • Environment and Highways, including waste and recycling, street cleansing, parking, strategic transport and highways
  • Planning, including strategic planning, development management and enforcement
  • Economic Development and inclusive regeneration
  • Major capital programmes and projects supporting growth and income generation
  • Performance, transformation, improvement and service redesign

A significant priority will be to drive regeneration and sustainable economic growth across the borough, creating the conditions for inward investment, new development, jobs and prosperity. You will build effective relationships with developers, landowners, government, regional partners and other stakeholders to unlock investment and deliver major projects and strategic priorities.

The postholder will also have a strong corporate role, contributing to the collective leadership of the Council and helping to embed a high-performance, inclusive and accountable culture across the organisation. The role carries significant responsibility for financial management, commercial opportunities, contract and supplier management, performance and the delivery of efficiencies and savings.

About you

This role will suit a senior local government professional who has operated successfully within a complex and politically sensitive organisation, with the breadth and credibility to lead across multiple disciplines.

You will bring a strong track record of:

  • Leading complex place, regeneration, planning, economic development, highways or environmental portfolios at senior level
  • Delivering significant organisational transformation and continuous improvement
  • Managing substantial revenue and capital budgets and delivering financial efficiencies
  • Leading regeneration, growth and major capital programmes
  • Building effective partnerships with Members, developers, government, commissioners and other stakeholders
  • Driving performance, accountability and assurance across large and diverse teams
  • Identifying commercial opportunities, improving value through contracts and supplier management, and supporting income generation
  • Translating strategic priorities into tangible outcomes for residents and communities
