Starfish are supporting a local authority in the North of England to recruit an experienced interim operational programme leader who can bring grip, control and fast, practical delivery to a major waste transformation programme. This is a role for a genuine doer, someone who works in the detail, keeps pace high and solves problems directly with frontline teams.
The council is responding to new government recycling and waste‑reform targets, including higher recycling rates, tighter contamination rules and the shift to consistent collections. You’ll lead the operational delivery needed to meet these requirements across depots, food‑waste rollout, fleet reliability, staffing pressures and daily service performance.
Your focus is straightforward: build a clear plan, highlight what needs doing, chase actions and maintain momentum. You’ll work closely with depot managers, supervisors and crews to stabilise operations, resolve issues quickly and ensure the service is ready for new recycling expectations.
We’re looking for someone with strong operational delivery management experience in waste or similar frontline services, known for getting things done and bringing calm, practical leadership where grip is essential.
This interim role requires two days per week on site and an immediate start.
