With a Combined County Authority now established and local government reorganisation ahead, there is major investment in transport and infrastructure across the county, and highways and transport will be central to however local government in Lancashire is configured in the years ahead. For a senior leader joining now, this creates a genuine opportunity to shape how these services are designed and delivered within a new structure.

THE ROLE

Highways and Transport is fundamental to Lancashire’s success. The Director will lead a substantial portfolio spanning highways infrastructure, network management, integrated transport, fleet, public transport services and accessible transport. Reporting to the Executive Director of Place and sitting on the Directorate Leadership Team, you will provide strategic and operational leadership across services that touch every community and play a central role in delivering Lancashire’s ambitions.

The Council is at the forefront of emerging technologies within its highways operations and there is a strong platform to build on. The opportunity is to own the strategic direction of the service and connect highways and transport to wider economic growth and place-shaping priorities across the county.

The role requires someone who is comfortable being hands-on, working closely with elected members and engaging directly with teams across the service. The Council’s cabinet is pragmatic and values direct engagement, and you will also need national credibility with key stakeholders including Transport for the North and the Department for Transport.
