The borough of Rochdale is a diverse and vibrant part of Greater Manchester and home to around 242,000 residents across Rochdale, Heywood, Middleton, and its Pennines villages.
Adult social care in the borough of Rochdale is in a strong position, with a positive CQC outcome expected and a track record of sound financial management and effective partnership working, built under the current leadership team. We want to build on those solid foundations and are looking for leaders who see this as an opportunity to influence the direction of the service from the outset.
The Director of Health & Care Integration and NHS Place Partnership Director is a dual role that goes well beyond a traditional DASS portfolio. Reporting jointly to the Council and Greater Manchester NHS ICB Chief Executives, you will hold a senior leadership role across both Rochdale Borough Council and the Greater Manchester Integrated Care Board, with responsibility for the strategic leadership, governance and delivery of the Heywood, Middleton and Rochdale Integrated Care Partnership.
As DASS, you will lead transformation and delivery of adult social care with a strong focus on prevention and early intervention, driving culture change to increase choice and control, tackling inequalities, improving access to services and strengthening support for people with the most complex needs. You will hold statutory oversight of adult safeguarding, commissioning, provider quality, workforce development and service delivery, and will be expected to maintain control of these core responsibilities while also leading the response to any areas identified for further development through our CQC report.
As NHS Place Partnership Director, you will be accountable for NHS delegated functions across the locality and lead our Integrated Care Partnership, by facilitating priority and strategy setting, ensuring strategic alignment, including wider determinants, joined up decision making and governance and that partners work together to deliver improved outcomes and Place ambition. You will be responsible for population-based outcomes for the borough of Rochdale and tackling inequalities in outcomes, experience and access.
You will lead approximately 400 staff across health and social care and be accountable for a combined budget of approximately £247 million. You will be a confident and influential voice within One Rochdale Health and Care, a partnership made up of sectors from across the health, care and wellbeing system, contributing constructively to shared priorities while ensuring the council’s interests are well represented.
We are seeking an accomplished leader who can run the business within a financial envelope, bringing the control and discipline required to manage a complex service under sustained budget pressure, while also providing system leadership during periods of extreme operational and financial pressure.
